| Abstract | A facility-based cross-sectional survey was conducted in 764 health facilities selected from among two city administrations and nine regional administrations of Ethiopia between October and December 2017. The objective of the survey was to generate reliable and regular information on service delivery and on the readiness of health facilities to provide services required by the population. Data were collected using a pretested facility inventory questionnaire (WHO SARA standard tool) by highly trained survey teams. A descriptive analysis of SARA data was conducted using the standard core indicators (SARA automated tool for results graphs and tables) and both tracer indicators and composite indicators were generated. All data entry and editing programs were written using CSPro. The finding of the assessment showed that: (1) Of all the facilities, only 1 percent of health facilities had all tracer items in 2016, which is similar to 2018 (1 percent), (2) Health facilities managed by others authorities are more likely to be equipped with all basic equipment’s compared with public facilities except child scale, (3) Seven and one percent of urban and rural facilities had all 8 tracer items for diagnostic respectively, (4) Nationally, only 55 percent of all health facilities excluding health posts were ready to provide the general health services, (5) Nationally, 36, 49, 53 and 9 percent of facilities excluding Health Posts offered diabetes diagnosis and management, cardiovascular disease diagnosis and treatment, chronic respiratory disease diagnosis and treatment, and cervical cancer diagnosis services and (6) Finally, Overall, 45 percent of facilities offer diagnosis or management of neglected tropical diseases, such as onchocerciasis, lymphatic filariasis, schistosomiasis, soil-transmitted helminths, trachoma, dracunculiasis, podoconiasis, or leishmaniosis. |

| Description | The SARA 2018 dataset is produced by a health facility assessment survey amongst the 764 health facilities from nine regional states and two city administrations of Ethiopia conducted between October and December 2017. The dataset captures information on general service readiness that measures the availability of equipment and supplies necessary to provide services within five domains: basic amenities, basic equipment, standard precautions, diagnostic testing, and essential medicines by the surveyed health facilities. This health facility survey dataset also consists of information on service-specific availability and readiness in maternal health (FP, ANC, BEm/EONC, comprehensive obstetric care), child and adolescent health, communicable diseases (HIV/AIDS, Tuberculosis, Malaria), non-communicable diseases (diabetes, cardiovascular, chronic respiratory, cervical cancer, …etc), Neglected tropical diseases(NTD), public health emergency management (PHEM) services, surgery, and blood transfusion services at health facilities in Ethiopia. The data was collected by highly trained survey teams using pretested facility inventory questionnaire (WHO SARA standard tool) and computer-assisted personal interview (CAPI). The survey was also used to obtain information on how the facilities are prepared to provide each of the priority services provided to the population. Generally, this facility-based cross-sectional survey data is used to obtain insight into service availability and readiness at the national and regional levels both for health care in general and for a range of specific services. |
