Abstract

A cross-sectional baseline assessment was conducted in 434 health facilities among 25 selected woredas of the Amhara, SNNP, Oromiya, and Tigray regional states from July to August 2013. The general objective of the survey is to collect information on the utilization and quality of maternal and newborn health services that enable to make a comparison of the effect of intervention with midline and end-line evaluation. To do that, both qualitative and quantitative data collection techniques were used to collect baseline data. Statistical analysis was done using SPSS 16 version package. A chi-square test to assess differences in proportions, and the t-test to assess differences between means were applied. In that regard, some of the baseline assessment findings are: (1) Health facility / skilled health personnel deliveries rate is 16%, (2) 29% of pregnant mothers in the catchment population received antenatal care from the surveyed health facility, (3) Ninety-five percent of health centers were qualified as BEmONC facilities, (4) About 90% of health centers have health management information system, (5) Communication across different levels of the health system was poor and (6) Finally, Majority (79.7%) of surveyed health centers reported no staff trained in Newborn care.

Description

The dataset is of baseline evaluation survey amongst the 4 Hospitals from four regional states of Ethiopia conducted in 2013. The dataset captures general information about the surveyed health facilities, which includes the infrastructure, such as electricity, water supply, availability of latrine, and transportation access. It also consists of information on the availability of designated rooms for maternity care, availability of maternal and newborn health services and resources, service utilization, like antenatal care, delivery care, and maternal Immunization against Tetanus. The dataset includes information on the availability of immediate and essential newborns' care, human resource for health in each health facility, Prevention of mother-to-child transmission, newborn care services, and immunization of infants. In that regard, the data was collected by highly trained survey teams using quantitative and qualitative data collection and record review methods. The survey data was used as baseline information to evaluate the impact of the maternal and newborn health care service intervention implemented by the Ethiopian Ministry of Health in 25 selected Woredas.
