Abstract

The SURE program evaluation study uses mixed methods and comprises a baseline survey, process evaluation studies, cost-effectiveness analysis, and an end-line survey. This process evaluation study was conducted to explore the functioning of multisectoral coordination teams (process study3) and to assess the fidelity and dose of services delivered to households and communities in the SURE program target areas (process study 4). The study used a qualitative study design and purposively selected 18 SURE Woredas and Kebeles across the four regions. Data were collected over a six-week period between October and November 2017 using focus group discussions with Woreda and Kebele multisectoral coordination teams; focus group discussions with health and agricultural extension workers selected from 45 Kebeles; semi-structured interviews with 27 households; and observations of Woreda and Kebele multisectoral coordination team meetings, men's and women's group dialogues, joint household visits as well as cooking demonstrations and framework analysis approach was used to analyze the collected qualitative data.
This process evaluation study identified some gaps in program activities and areas for program strengthening and made recommendations for program reinforcement on training, supportive supervision, and effective functioning of multisectoral coordination. Some of the recommendations include: developing and delivering a refresher training for frontline health and agriculture workers to close the knowledge and skills gaps reported in process studies 1-4, Ensure that all future training, first-time or refresher, increase emphasis and time allotted to counseling, facilitation, and negotiation skills sessions including practice, develop guidelines for SURE-related supportive supervision at national, regional, woreda and kebele levels so that program implementers at all levels receive standardized support, develop a system to continuously reinforce the sectoral and intersectoral roles, responsibilities and accountabilities of multisectoral coordination teams as outlined in the national nutrition program guidelines and ensure special focus on local nutrition activity target setting and monitoring and support for integrated local work planning as required.

This dataset is produced by process evaluation studies 3 and 4 conducted between October and November in 2017 in Tigray, Amhara, Oromiya, and SNNPR regions. The dataset captures information on SURE service delivered during program implementation including agriculture inputs targeted and delivered as intended, coordination teams meet and function as intended, SURE integrated into planning, implementation, and monitoring of health/agriculture sector-specific policy priorities throughout government structures, messages related to IYCF counseling and nutrition-sensitive agriculture were best delivered and understood and accepted by mothers and fathers, proximal outcomes (gains in knowledge and beliefs) achieved as a result of the SURE delivery, local actors and authorities (nutrition coordination teams) effectively support the delivery of the intervention and social, economic, political, or other environmental factors affected delivery and receipt of the SURE program. The data were collected by highly trained process evaluation teams and used to establish that the SURE program was delivered at household and community levels in the visited woredas across the four regions, to identify major challenges to implement the program in all participated SURE components plan.
