Abstract

The District Health Information System (DHIS2) has been implemented in many countries as a standard tool for managing health information. Even though the continued adoption of this system in developing countries, some challenges affecting its effective use still exist. Previous studies have shown that most of these challenges are mainly infrastructural and capacity gaps of DHIS2 users. Ethiopia’s Ministry of Health established DHIS2 in 2018 to strengthen routine health information. These systems are available and in use in public health institutions of the Addis Ababa City Administration. However public health institutions' shortcomings in the use of DHIS2 data and information to guide decision-making were not properly identified. The aim of the study was, therefore, to assess the utilization of DHIS2 data for decision-making and its associated factors among case team heads in selected public health institutions of Addis Ababa City Administration, Ethiopia from February to April 2020.

Method: A cross-sectional study design was conducted using a quantitative approach. A pre[1]tested questionnaire was administered to collect quantitative data from 240 heads of case teams in 23 selected health institutions. The data were encoded by Epi-data and were cleaned and analyzed by SPSS version 23.0. Descriptive statistics such as a measure of central tendency and proportion (Percentage) were used to summarize key findings. Logistic regression was used to assess factors associated with outcome variables and findings were reported using crud and adjusted odds ratio and corresponding 95% confidence interval.

Result: A total of 240 case team heads participated in the study with a response rate of 97%. Out of the total, 55.1% were females. About 164(70.1%) of them have 0-5 years of work experience and only 90(38.5%) case team heads attended training on DHIS2 software; 86(36.8%) of them reported availability of budget for HIS activities. In that regard,  a total of 97(41.5%) case team heads reported that they were using the information DHIS2 data generated at the case team level in their health institutions. Among other factors ICT infrastructure (AOR 5.03, 95% CI 4.02-9.67), financial support (AOR 5.68, 95% CI 9.84-15.39), training gap (AOR 3.64 95% CI 4.75-7.28), supportive supervision (AOR 2.50, 95% CI 1.23-3.16), shortage of skilled human resource (AOR, 0.081, 95% =0.01-0.54) were significantly associated utilization of DHIS2 data.

Conclusion and recommendation: Generally, this study revealed poor utilization of DHIS2data among the case team heads in health institutions. Inadequate ICT infrastructure, computer

access, weak internet connectivity, poor supportive supervision, shortage of financial support, training gaps of the users, and inadequate responsible staff were inhibitors of the utilization of

DHIS2 data. It needs major improvement to avail ICT infrastructure; computers, internet connectivity, coordinated supervision, and fill training gaps to enhance the confidence of the DHIS2 users.
