| Abstract | The Health Resources and Services Availability Monitoring System (HeRAMS) supports countries with the standardization and continuous collection, analysis, and dissemination of information on the functioning of the health system as a whole and more specifically on the availability of essential health services and barriers to the provision of services. This study report presents the results of the first comprehensive analysis of HeRAMS data collected since its implementation in 2019. It provides a detailed insight into the overall functionality of the health system, including the availability of essential services. Moreover, the report identifies the main causes of dysfunction and impediments to service delivery. HeRAMS has been deployed to support the ongoing emergency in Ethiopia and has allowed for the assessment of 15,934 primary health care facilities across the region in Ethiopia. This survey has been produced based on the data collected up to May 27, 2020, and while the deployment of HeRAMS, including data verification and validation, continues. Hence, this analysis is not final and is produced solely for the purposes of informing operations. This is the first report of the HeRAMS Ethiopia Baseline Report 2021 series, focusing on the operational status of health facilities, including the level and type of support provided by partners, and the availability of basic amenities. For more in-depth information on the availability of essential health services and the main barriers impeding service delivery, specialized reports are available for essential general clinical and trauma care, child health and nutrition communicable disease, sexual and reproductive health, and non-communicable disease and mental health services. |

The HeRAMS Initiative aims to ensure that core information on essential health resources and services is readily available to decision-makers at the country, regional and global levels. Its mission is to support countries with the standardization and continuous collection, analysis, and dissemination of information on the availability of essential health services and resources down to the point of service delivery and to strengthen health information systems, particularly through the compilation, maintenance, regular update and continuous dissemination of an authoritative master list of health facilities. Rapidly deployable and scalable to support emergency response and fragile states, HeRAMS can also be expanded to - or directly implemented as - an essential component of routine health information systems. Its modularity and scalability make it an essential component of emergency preparedness and response, health systems strengthening, universal health coverage, and the humanitarian-development nexus. To improve the consistency of health facilities assessments, the World Health Organization has proposed the use of the Health Resources Availability Mapping System (HeRAMS) developed in Darfur, Sudan as a standardized assessment tool for use in future acute and protracted crises. Therefore, in this study, the Health Resources and Services Availability Monitoring System (HeRAMS) aims to provide decision-makers and health stakeholders at large with vital and up-to-date information on the availability of essential health resources and services, help them identify gaps, and determine priorities for intervention. |
