Abstract

The baseline evaluation survey in 75 selected Woredas was conducted to obtain baseline information on the overall status of health facilities in the assessed areas. A comparative cross-sectional study design with repetitive measurement was employed to evaluate the effect of the intervention. The data were collected using a pretested structured questionnaire and record review and descriptive analysis was done using SPSS version 23 statistical packages. The finding of the survey showed that the following issues. First, about 87.5% of hospitals and 65.5% of health centers had electricity, whereas it is only 15.5% of health posts have access to electric power. Second, 25% of the assessed facilities have separate newborn units. Third, among the surveyed hospitals, 87.5% of them provide all types of diagnostic tests (syphilis, hemoglobin level, blood grouping, and urinalysis test). At the health center level, more than half (57.9%& 58.4%) of facilities provide blood grouping and urinalysis tests respectively. In fourth place, all surveyed hospitals had oxytocin injection with no stock out over the 12 months’ period, whereas magnesium sulphate was available only in 50%hospitals and health centers. Finally, it was found out that more than half of hospitals and health centers had at least one trained staff on BEmONC, PMTCT, IMNCI, and CFP. Respondents' perception in response to the questions, poor data recording, and unavailability in the health facilities were some of the limitations of the baseline survey.

This dataset is of baseline evaluation survey amongst the 462 health facilities from four regional states of Ethiopia conducted in 2015. The dataset captures general information about the surveyed health facilities, which includes the infrastructure, electricity, water supply, availability of latrine, and referral and feedback system. It also consists of information on the availability of maternal and newborn health services and resources, service utilization, like antenatal care, and diagnostic services for pregnant women, and maternal Immunization against TT. The dataset includes information on the availability of maternity infrastructure and service delivering hours, counting of the birth occurs, stillbirths, preterm births, and maternal death, Human resource for health in each health facility, Prevention of Mother to child transmission, newborn care services, and immunization of infants. The data was collected by highly trained survey teams using quantitative data collection, key informant interview guide and record review methods. The survey data was used as baseline information to evaluate the impact of the maternal and newborn health care service intervention implemented by the Ethiopian Ministry of Health in 75 selected Woredas.
