Abstract

A comparative cross-sectional midline evaluation survey in 25 selected Woredas was conducted to obtain midline information on the overall status of health facilities in order to evaluate the effect of maternal and newborn health care service intervention. Data was collected using a pretested structured questionnaire, key informant interview guide, and record review, and data analysis were done using SPSS statistical software packages. The finding of the assessment showed that: (1) Overall antenatal care has shown significant change over the period of intervention as compared with the baseline assessment result. (2) Neonatal deaths were 0.7% in the hospital and 0.1% in the health centers. (3) The percentage of trained health worker in Comprehensive Emergency Obstetric and Newborn Care (CEmONC), Basic Emergency Obstetric and Newborn Care (BEmONC), Newborn Corner Training (NCT), Newborn Intensive Care Unit (NICU), Integrated community case management (ICCM) and Integrated management of child illness(IMNCI), Comprehensive Family Planning (CFP), and Prevention of mother to child service (PMTCT)has increased from the baseline assessment. (4) Comparing with the baseline assessment, client satisfaction with the service given has increased from 82.9% to 89.2%. (5) Finally, all findings have a satisfactory change over the implementation period, scale up the intervention program in consideration of the availability of essential MNC drugs, appropriate equipment and supplies, Provision of different pieces of training for selected health cadres on maternal and newborn health and establishing a well-organized data recording system strategies is recommended.

The dataset is of a midline evaluation survey amongst the 279 health facilities from four regional states of Ethiopia conducted in march 2015. The dataset captures the location of the health facility found, the total number of catchment area population, pregnant women, expected delivery women, the number of delivery in the health facilities, mode of referral transportation, availability of electricity, topography, and availability of basic infrastructure in the assessed health facilities, availability of maternal and newborn health services such as Antenatal care, delivery service, post-natal and infant care, availability and functionality of essential Maternal and Newborn Health supplies (drugs, supplies, and equipment), Human Resources for Health (HRH) in each health facility and Free Service provision, use of case management checklist supportive supervision and monitoring. The data was collected by a highly trained survey team using quantitative data collection, key informant interview guide, and record review methods. The survey data was used to evaluate the effectiveness of the maternal and newborn health care service intervention implemented by the Ethiopian Ministry of Health in the 25 first phase Woredas over the past year.
