Abstract

This qualitative study on assessment through discussions with EHIA, Woreda, and other stakeholders in CBHI Pilots in the Tigray Region of Ethiopia was conducted between 27 June 2018 and 04 July 2018. The objective of the study was to understand how the experience of implementing and administrating the schemes change over the course of pilot implementation. The findings related to CBHI implementation in pilot woredas were the following themes: CBHI implementation in pilot woredas. These include factors affecting membership, indigent selection, and approval, claims management process, out-of-pocket (OOP) reimbursement to patients, private providers’ engagement, service-utilization, and complaints handling mechanisms, risk pooling and finance, data management and reporting, coordination, and capacity building for schemes and others. These findings are explained by major themes put as sub-topics with an expanded narration of the participants' experiences/practices with regard to CBHI implementation in their respective areas of focus.

Description

This dataset on assessment was conducted between 27 June 2018 and 04 July 2018through discussions with EHIA, Woreda, and other stakeholders in CBHI Pilots in the Tigray Region of Ethiopia. This was a qualitative study conducted by using 11 mini Focus Group Discussions were conducted through which a total of 43 participants were involved. The dataset captures information on the experience of implementing and administrating the scheme changes over the course of pilot implementation, to identify opportunities to improve implementation arrangements and to contextualize quantitative findings. It also includes stakeholders’ perspectives on the experiences of implementing key scheme functions such as; community mobilization, enrolment, and premium collection strategies; provider reimbursement and claims processing; risk pooling, and data management.
