| Abstract | A cross-sectional study using a mixed-methods approach was conducted. The quantitative component assessed the magnitude, distribution, and performance of seconded staff while the qualitative part focused on understanding the contexts and factors that facilitated or hindered the effectiveness of secondment. A census of all 472 seconded staff working in the country was identified and invited for the quantitative component. The qualitative component enrolled seconded staff and their colleagues and supervisors at public health sector organizations and development partners. A self-administered questionnaire was used to collect the quantitative data while key informant interview (KII) guides were used to collect the qualitative data. A total of 378 (80.1 %) seconded staff returned the completed self-administrative questionnaires. Data collection was conducted from December 22, 2017, to January 21, 2018. Descriptive and thematic analyses were performed to present secondment practices in the country. Out of 5,076 staff working at the Federal Ministry of Health (FMOH), regional health bureaus (RHBs), and public health agencies, 472 (9.3%) were seconded staffs. Among all seconded staffs, 74.8% were technical assistants1 and 25.2% were project staff2. About a third of seconded staff were public health specialists, whereas 31% were non-health professionals with different backgrounds (social science, accounting, auditing, etc.). |
