Abstract

The 2015/16 HCE Survey was a cross-sectional survey conducted in all regions of Ethiopia during the year 2015/2016. The study covers a total of 2106 enumeration areas and  30240 households. In addition, the 2015/16 HCE survey covered all rural and urban parts of the country, unlike previous surveys all non-sedentary areas in Afar and Somali regional states are also covered by the survey. In the rural part of the country, it was planned all of the EAs, as well as households (864 EAs and 10,368 households), were fully covered by the survey. For the urban areas, 1,242 EAs and 19,872 households were planned to cover, ultimately 100 percent of EAs and 99.9 percent (i.e., 19,861) of households were successfully covered by the survey. The 2007 Population and Housing Census was used as a sampling frame from which the rural and urban EAs were selected. The HCE and HWM surveys are considered twin surveys as the WM survey is a basis for a non-consumption dimension of poverty. Therefore, to avoid any inconsistency of data between the two surveys, that could be observed due to differences in data collection period; unlike the previous survey, the 2015/16 survey was designed to conduct both surveys simultaneously. Both interview and objective methods of data collection were introduced to collect data from households and individuals.

Description

The 2015-2016 Household Income, Consumption, and Expenditure survey was a stratified two-stage cluster sampling. The was survey conducted among 30240 households in all regions of Ethiopia except six zones of the Somalia Region and two zones of the Afar Region that are inhabited mainly by nomadic population.  The 2015-2016 Household Income, Consumption, and Expenditure survey provide valuable data, especially for the assessment of the impact of policies on the conditions and levels of living of households. The 2015/16 HCE Survey covered all rural and urban parts of the country, unlike previous surveys all non-sedentary areas in Afar and Somali regional states are also covered by the survey. In this survey, data were collected on basic population characteristics; consumption of food, drinks, and tobacco; expenditure of the household on various consumption and non-consumption items; and household income and receipts. The data collection exercise took into account the two major seasons of the country, i.e., the slack/wet season and the peak/dry (harvest) season. It is a well-known fact that surveys of Household Income, Consumption, and Expenditure usually have the major goal of providing basic data needed for policy-making purposes as well as other related issues that might arise at the micro-level.
